Leibel, a resident of Pierre since 1995, said his priorities include balancing the budget, economic development in rural areas and keeping young people in the state.
"I believe we need to capitalize on the strong work ethic that we have here in South Dakota," Leibel said. "A huge part of that development needs to be some type of incentive to keep our young people in the state."

Leibel also said his background as a real estate appraiser and broker and experience working in the Gregory County assessors' office would help him as a legislator.
"I feel like that's important in dealing with any real estate taxation issues," he said.
Leibel has five grown children with his wife, Jody. They have seven grandchildren.
He is also a farmer who still owns a family farm in Gregory County.
Former Board of Regents executive director Tad Perry, Hughes County Commissioner Mark Venner and farmer and activist Jim Sheehan have previously declared their candidacy as Republicans for District 24.
Republican voters will pick their party's two nominees in a primary election June 8.
The current District 24 representatives, Rep. Tim Rounds, R-Pierre, and Rep. Ryan Olson, R-Onida, are both term limited and cannot run again.
District 24 comprises Hughes, Stanley and Sully counties.
Sen. Bob Gray, R-Pierre, is still deciding whether to run for reelection. Gray has said he will not run for the House.
