A lot of empty seats in the Capitol

It's about 4:30 now, when both houses of the Legislature are scheduled to convene. And there's a lot of empty seats. They'll count in a moment to see if they have the necessary 18 senators and 36 representatives to convene.
"It doesn't look good," Lt. Gov. Dennis Daugaard just told me.
Sen. Tom Dempster, R-Sioux Falls, told me the day wouldn't count as an official legislative day if they can't muster a quorum.

Sen. Larry Rhoden, R-Union Center, said neither house will convene unless both have a quorum.
